Bruce sees a lot of dogs in the UK who have a need for increased human interaction in regards to handling and training.
Bruce visits centres around the UK- from Leeds to Essex, Portsmouth to Norfolk (East Anglia), The Midlands, South-East England, South England, South-West England, and Wales, helping individuals from both City & Rural situations to assist with dog rehabilitation, re-homing, rescue, rescue centers and other projects for required council boroughs.
Government should enhance the responsibility of DOG OWNERS for the Life & Rights of a dog, to ensure new Dog Owners are equipped with enough Basic Canine Care Certificate of knowledge, prior to ownership. This should be by way of individual “Breed Specific” licensing. This actually means more than the CURRENT Breed Specific Information.
We would not normally support anything that determines the breed specifically as Hardy/Tough/or even Dangerous, as this is a very weak and limited way to view animals and their capabilities, considering the fact that there are 1ooo’s of scientific reports pertaining to the causality of Animal behaviour and how best to modify.
The “Breed Specific” License that we reflect upon, would involve;
Basic Training; Sit, Down, Stay, Come, Heel, Fetch, for all dogs,
Breed Specific knowledge includes origins and purpose of the breed, nutritional and dietary requirements e.g. dogs in the Toy group, differ from working dogs.
Each License will test the owners knowledge on the requirements of the dog(s) they have or will have and would include any of the following;
individual owners/handlers/walkers with one dog,
individual owners/handlers/walkers with two dogs,
individual owners/handlers/walkers with three to four dogs,
individual owners/handlers/walkers with more than four dogs.
This same process would also apply to;
Breeder establishments and staff who handle or have contact with the dogs - applicable to; non established individuals who breed one time or many times, established individual breeders, or industry suppliers. All licences should be breed specific licences, and a new licence with any breed change.
Kennel establishments; owners and staff, for happy holiday pet, and for rescue dogs as an unknown quantity.
The Licence, Canine Care Certificate (C.C.C.) for example, is a form of certification, that can be checked instantly via a computer software program similar to the P.N.C. database, efficiently policed & enforced, as there will be a dead line for owners to acquire the new licences.
With such a licence, any person handling/responsible for a dog in a public place, or a private place that public may enter, would show that they have the necessary animal care and welfare, knowledge and skills to own a dog.
The Licencing may not initially seem to benefit those who are responsible and love, care, stimulate, and exercise their pets all day every day, however for the sake of the species as a whole, and the Human-Canine relationship of the future, it should be made clear that the assistance it would provide to the local and national authorities and welfare organisations who tirelessly work to reduce indiscriminate breeding, and abandoned animals, and aim to hold the OWNERS FULLY RESPONSIBLE FOR THE ACTIONS OF THEIR DOG, and that inevitably this is the next stage of responsible canine ownership, that is a set standard ACROSS THE UK.
